Starting September 2026, Garuda Indonesia will no longer calculate baggage allowances solely based on total weight.

The way travellers pack their luggage when flying with Garuda Indonesia will change starting September 2026. Indonesia's national flag carrier will transition its baggage calculation system from the Weight Concept to the Piece Concept.

This change requires special attention, particularly for passengers who are accustomed to bringing multiple suitcases while utilising the total allocated weight allowance.

Under the previous system, baggage allowance was calculated based on total combined weight. With the Piece Concept however, allowance will be determined by both the number of luggage items and the maximum weight limit applied per individual suitcase.

This means travellers will no longer be able to split their total kilogram allowance freely across multiple pieces of luggage.

For reference: if a ticket is issued with 1 piece allowance capped at 23 kilograms, passengers are only permitted to bring one single suitcase up to that weight limit. Splitting this same total weight across two suitcases, for example 12kg and 11kg, will not automatically be allowed.

Garuda Indonesia Transformation Director Neil Raymond Mills stated that this change is intended to make baggage allowance information clearer and easier for passengers to understand right from the travel planning stage.

"What we are aiming for is to give customers full transparent information as early as when they plan their trip: exactly how many items of luggage they may bring, and the weight limit for each individual piece," Neil stated in an official press release, quoted Sunday 30 August 2026.

What is Garuda Indonesia's Piece Concept baggage system?

The transition from Weight Concept to Piece Concept means travellers will need to adjust how they interpret the baggage information listed on their ticket.

Under the Weight Concept, passengers only needed to monitor the total permitted weight. As long as the combined weight of all luggage remained within allowance, splitting items across multiple suitcases was generally permitted under airline rules.

In contrast, the Piece Concept enforces two separate requirements simultaneously: the maximum number of suitcases that may be checked in, and the maximum permitted weight for every individual suitcase.

Therefore, a traveller with an allowance of 2 pieces at 23kg each will not be allowed to bring one 30kg suitcase plus one 16kg suitcase, even though the combined total still equals 46kg.

Every individual piece of luggage must comply with its stated maximum weight limit.

While this adjustment may appear minor on paper, it will have a significant impact for travellers carrying large amounts of belongings, flying with family groups, transporting sports equipment, or returning from trips with heavily packed luggage.

What is Garuda Indonesia's baggage allowance?

Baggage allowance is not standardised across all Garuda Indonesia flights. It may vary based on flight route, travel class, and the specific fare type purchased.

For domestic Economy Class flights, standard allowance is 1 piece with a maximum weight of 23 kilograms.

For international Economy Class flights, allowance may be up to 2 pieces, with a 23 kilogram maximum limit per suitcase.

Meanwhile Business Class and First Class passengers will receive up to 2 pieces with a 32 kilogram maximum weight per piece, subject to the specific route and conditions listed on the issued ticket.

These values should not be treated as guaranteed standard allowance for all passengers. The most reliable method is always to verify the exact baggage allowance stated on your electronic ticket.

This is an important note for travellers: two passengers flying with Garuda Indonesia may still receive different baggage allowances if they are travelling to different destinations.

Packing tips to avoid excess baggage charges

This system change will require adjustments to packing strategies.

Travellers with an allowance for multiple pieces of luggage should not only weigh all their suitcases together. Each individual suitcase must be weighed separately before travelling to the airport.

For example, if your ticket states an allowance of 2 pieces at 23kg each, ensure that both suitcases individually remain under this limit.

If one suitcase is found to be overweight while another is still well under limit, items can be redistributed between them. Even after redistribution however, every individual suitcase must still remain within the stated maximum weight.

This is particularly important after shopping trips. Travellers may mistakenly believe they still have 'remaining kilogram allowance' left, but if that allowance is allocated to a separate piece, excess weight on one suitcase will still result in additional charges.

If the total number of suitcases exceeds the allowance stated on the ticket, passengers may purchase excess baggage services in accordance with Garuda Indonesia's regulations.

Does this change apply to cabin baggage?

This adjustment to checked baggage policy does not mean excess items can instead be moved into the aircraft cabin.

Cabin baggage retains separate existing limits. Garuda Indonesia enforces a maximum 7 kilogram weight limit for cabin luggage, with maximum dimensions of 56 x 36 x 23 centimetres. The total sum of all three dimensions must not exceed 115 centimetres.

For this reason, travellers should not attempt to use the cabin as a 'backup suitcase' when their checked luggage is already full.

Beyond weight limits, all items brought into the cabin must also comply with aviation regulations regarding permitted items on board aircraft.

When will Garuda Indonesia's new baggage rules take effect?

The Piece Concept system will apply to all tickets booked or issued on and after 1 September 2026.

All tickets that were already booked and issued prior to this date will remain subject to the original Weight Concept system under their original terms and conditions.

Travellers who have already purchased Garuda Indonesia tickets for travel dates after September 2026 should take note of their ticket issue date.

Do not only check your departure date. Always confirm the date your ticket was issued, and which baggage system applies to your booking.

What about itineraries with multiple airlines?

Additional care is required for travellers on codeshare, interline, or multi-carrier itineraries that involve more than one airline.

Baggage regulations for these types of bookings may follow different rules, determined by the operating carrier for each flight segment and specific route policies.

Travellers should not assume that Garuda Indonesia's baggage allowance will apply for the entire duration of their journey.

The information listed on your electronic ticket will always be the official reference for the number of permitted pieces and weight limits that apply to your specific itinerary.

A small policy change that will transform how travellers pack

For some passengers, the switch from Weight Concept to Piece Concept may seem like just another administrative change. But for travellers who regularly fly with multiple pieces of luggage, this is a very significant adjustment.

Previously, the only priority was ensuring total combined weight stayed under the limit. Now, both the number of suitcases and the weight of every individual suitcase must be monitored equally.

From September 2026 onwards, the safest routine before every flight will be: reconfirm your baggage allowance on your e-ticket, count how many suitcases you intend to bring, then weigh every single suitcase separately.

Following these steps will prevent unpleasant surprises at check-in, and avoid the need to unpack and rearrange luggage at the airport because one piece was found to be over the weight limit.

Ultimately this change also presents an opportunity for more organised packing. Travellers will no longer only ask "What is my total baggage weight limit?" - they will now also need to confirm: "How many suitcases am I allowed to bring, and what is the maximum weight for each one?"
